Cyber-terrorism is regarded as one of the most significant and complex modern threats to international security, possessing the capacity—through the use of information and communication technologies—to inflict extensive damage and endanger global peace. The United Nations Security Council, as the primary body responsible for maintaining peace and security, plays a key role in countering this threat. This article provides a comprehensive examination of the Security Council’s measures in combating cyber-terrorism and analyzes its role in developing legal frameworks and fostering international cooperation. Through the adoption of resolutions and the establishment of mechanisms, as well as the convening of numerous formal and informal meetings focused on this issue, the Council has created obligations for states and has played an important role in coordinating efforts to address cyber-terrorism threats by establishing frameworks for cooperation and the exchange of security information among countries and international entities. The findings indicate significant progress in creating binding international frameworks; however, they also highlight the need to strengthen technical and legal cooperation and to continuously update regulations to ensure a more effective response to this emerging security challenge.
